Helen M. Pohlig, J.D., is licensed to practice law in Arizona, Minnesota and Washington, D.C. She currently lectures and writes on commercial law subjects and provides pro bono representation to a variety of non-profit organizations.
Helen has extensive experience in government relations and regulation, previously specializing in telecommunications law. She started her legal career as in-house counsel at Republic Telcom Corporation in Bloomington, Minnesota, where she handled both regulatory affairs and general business matters including taxes, contracts, and vendor disputes. Subsequently she served as General Counsel for the Competitive Telecommunications Association and as Managing Director for the National Association of Information Services in Washington, D.C. She later became a Corporate Vice President at the National Association of Purchasing Management (NAPM), where she was responsible for NAPM's government relations program, international relations, and in-house legal work.
For the past 17 years she has been teaching extensively for the Institute for Supply Management (ISM, formerly NAPM), ISM affiliates, and private companies and organizations throughout the U.S. as well as internationally.
Helen graduated with honors from Pacific Lutheran University, Tacoma, Washington, in 1975 and earned her juris doctor degree with honors from William Mitchell College of Law, St. Paul, Minnesota, in 1982.
Martin J. Carrara, Esq., is a commercial and transactions counsel with more than 20 years experience negotiating and drafting complex agreements for a broad range of domestic and international business, commercial, technology and real estate transactions of substantial value, with an emphasis on procurement and supply agreements of virtually every nature. He has significant experience in leading companies in the pharmaceutical, consumer healthcare, financial services, communications, and construction industries.
Marty is currently senior corporate counsel at Pfizer Inc., where he provides legal counsel for the Pfizer Consumer Healthcare (PCH) business, as the lead commercial transactions counsel for PCH across all brands, and as product attorney providing sales and marketing support for nationally recognized personal care consumer products. Marty joined Pharmacia in 1998, where he was the lead counsel for global procurement and real estate. He joined Pfizer in 2003 when Pfizer acquired Pharmacia, serving as lead counsel for global contract manufacturing and direct procurement, and providing counsel for indirect procurement and sales and marketing. He moved to Wyeth in January 2009 and rejoined Pfizer in October 2009 when Pfizer acquired Wyeth. Previously, he was vice president of contract management at Citibank, and he held various supply and contract management leadership positions with NYNEX (now Verizon) and L.K. Comstock & Co.
Marty's representative transactions include all aspects of supply, including contract manufacturing, packaging, supply of direct materials and distribution; software, website, and other information technology agreements; outsourcing; advertising and promotion including agency agreements, spokesperson agreements, joint promotion agreements, product placement and network integration agreements, coupon and sample distribution agreements, demonstrator agreements, and music and other license agreements; construction and capital equipment; consulting and professional services; strategic collaborations; facility divestitures and acquisitions; and clinical study agreements.
As a frequent author and contributor to procurement and supply legal issues, Marty is author of the Institute for Supply Management (ISM) Contract Development and Administration Workbook, he is co-author of the Legal Aspects of Purchasing chapter in The Purchasing Handbook, 6th edition, and co-author of the ISM A Legal Primer: What Every Purchaser Should Know. He is a member of the Board of Directors of the New Jersey Corporate Counsel Association (NJCCA), local chapter of the Association of Corporate Counsel, and he is the Chair of the NJCCA Commercial Law Committee. Marty is a former member of the ISM National Ethical Standards Committee (1999-2002) and is a past president of ISM — New York (1996-1997). He was the 1995 recipient of ISM — New York's J.H. Leonard award.
Marty is a lifetime C.P.M., and holds a J.D. from Fordham University School of Law and MBA and BS degrees from Wagner College. He is a member of the New York and New Jersey Bars and of the Bar of the Supreme Court of the United States.
Ernest G. Gabbard, JD, CPSM, C.P.M., CPCM, has more than 25 years of procurement and contracting management experience and is currently the senior director of corporate strategic sourcing for Allegheny Technologies Incorporated in Pittsburgh, with responsibility for $4 billion strategic spend.
Ernest previously served in senior procurement and contracting management positions with Hughes Aircraft, Litton Industries and Teledyne Industries. He has conducted business transactions in 34 countries, and resided for over 11 years in Europe, Asia and the Middle East.
He is a frequent speaker on these subjects at professional organizations such as the Institute for Supply Management (ISM), and the National Contract Management Association (NCMA). His articles on procurement and contracting management issues have been published in numerous national publications including the ISM's Inside Supply Management and NCMA's Contract Management magazines.
He earned several college degrees, including a Juris Doctorate (law) degree, and taught procurement, contract management, and contract law classes for the University of California and California State University. He is currently on the Board of Advisors for Supply Chain Management at Duquesne University in Pittsburgh.
Darin L. Matthews, CPPO, C.P.M., has more than 20 years of purchasing and supply management experience in state and local government, as well as private industry. He is currently the chief procurement officer for Metro, the regional government of Portland, Oregon. He is a past president of the National Institute of Governmental Purchasing (NIGP), and has served on the Governing Board of the Universal Public Purchasing Certification Council (UPPCC).
Darin speaks throughout the world on a variety of procurement topics, and his writings have been featured in Government Procurement, The Public Manager and The Journal of Public Procurement. He has authored book chapters for NIGP's Logistics and Transportation and Warehousing and Inventory Control, as well as the Encyclopedia of Public Administration and Public Policy. He is the co-author of Effective Supply Management Performance, part of ISM's book series in support of their new CPSM qualification program.
He is a Certified Public Purchasing Officer (CPPO) and a Certified Purchasing Manager (C.P.M.). He holds a Bachelor's degree in business/political science and a Master's Certificate in acquisition management. Darin is an adjunct instructor for Florida Atlantic University, and has lectured at the University of Victoria, Rose State College and Portland Community College.
