Panelist Biographies

Main Presenter:

Richard D. Rich, C.P.M., C.P.P.O., is senior risk management administrator for Seminole Electric Cooperative, Inc. in Tampa, Florida. Richard has been with Seminole Electric Cooperative, Inc. for more than 28 years. Prior to being the senior risk management administrator, Richard was the director of Supply Management for Seminole from 1982 through July 2008. In March of 1981 he was appointed by then Mayor Edward I. Koch as the assistant commissioner of procurement for the City of New York. In early 1980, Mayor Richard Caliguri appointed him deputy director of supplies for the City of Pittsburgh. In 1979, then Wyoming Governor Ed Herschler appointed Richard chief of fiscal operations — game & fish, coming into that position after serving the State of Wyoming as the state purchasing program manager since 1975.

Richard has held offices for the former National Association of Purchasing Management (NAPM), now the Institute for Supply Management (ISM), at the local, district and national levels, including: national president-elect, national president, immediate past president, treasurer, Strategic Planning chairperson and Professional Development Committee chairperson, and the national chair of NAPM/ISM Governance Committee. He served as both the assistant director and director of NAPM/ISM District VII. He is a former T.A. Corcoran Award winner for outstanding service to District VII, Solon A. Bennett Award winner for outstanding member in NAPM—REU, NAPM (ISM) President's Award winner and the James V. Dedman Award winner for outstanding contributions to the affiliate ISM—CU. He is the 2009 J. Shipman Gold Medal Award recipient.

Richard earned his B.A. Degree from the University of Wyoming and has completed Masters Degree work in public administration and second degree work in accounting. He is a Certified Purchasing Manager (C.P.M.) and a Certified Public Purchasing Officer (C.P.P.O.).


Catherine S. Herr, CPSM, is senior director, global manufacturing procurement for Eli Lilly and Company. She leads a team of 80 employees who support Lilly Manufacturing sites around the world by ensuring the right product is available, at the right time in, the right quality, and at the best value. Cathy's team is responsible for category management and supplier relationship management for over $3 billion in annual spend.

Since joining Lilly in 1982, she has held numerous positions within the company, including information technology, human resources and distribution. During her 17 years in Procurement, Cathy has led a variety of projects, including:

  • Implementation of Strategic Sourcing with A.T. Kearney
  • Strategic sourcing of lab supplies & equipment for Lilly Research Labs
  • Consolidation of lab storerooms and movement to vendor-managed inventory
  • Reengineering of the Purchase to Pay process, including implementation of e-catalog, web invoicing, and SAP for US operations
  • Development and global rollout of a Supplier Code of Conduct
  • Implementation of Supply Chain Risk Management for Manufacturing Operations
  • Sponsorship of a global facilities management integration and outsourcing project

A native of Anderson, Indiana, Cathy moved to Indianapolis after graduating from Ball State University with a Bachelor's of Science degree in Management Information Systems. Cathy recently became a Certified Professional in Supply Management (CPSM), from the Institute for Supply Management, Inc. She enjoys spending time with her family, husband Dale Herr, and three boys, Chris, Josh and Jake.

Susan K. Modeland, CPSM, C.P.M., CPIM is currently a project manager for Goodrich Enterprise Supply Chain. She leads the corporate team for the REACH project for supplier/internal disclosure of hazardous substances for all Goodrich SBUs. She also leads the Goodrich effort to implement defined best practices at all SBUs and facilitate development of additional tools and processes. Prior to this new assignment in January 2009, she was Supply Chain Manager at Goodrich Engine Components (EC), West Des Moines, Iowa.

Susan has been involved as a manager in production and supply management in Iowa for more than 25 years with progressively more important assignments in supply management. She strongly supports professional training in organizations and has completed these courses Lean Practitioner Certified, PMBOK Project Management training, ERP systems (JDE), SPC, blueprint reading and negotiation seminars. She made presentations at the ISM International Education Conferences in 2007, 2008 and 2010. She is on the board of directors for four non-profit organizations including the ISM Risk Management Group and the Clarke County Animal Shelter. Susan holds undergraduate degrees from Waldorf College (92) and Buena Vista College (96).
